The "Claw Hammer" tool is part of the Farm DLC and is not available in radial menu, it only shows up when hovering over a roof that requires repairing. It is unlocked by repairing a roof in any Farm DLC job.
Tool Use[]
The "Claw Hammer" tool is used to repair damaged roofs. By hovering over the roof, a text on the screen will tell you to press "E" (default) in order to equip the "Claw Hammer" and place the roof tiles. Then hold down right click (default) to start hammering the new roof tiles in place.

- Unknown if this is available on any bought property. I've only seen it during one Farm DLC job.
